AU during the Luke/Noah/Ameera storyline

I'm so glad I found this community. I had this idea last week but I know I can't write it the way it should be written.
I want a story where Reid is an INS or Homeland Security agent who is assigned the Noah/Ameera case. He comes to Oakland to investigate their marriage because the INS/Homeland Security is suspicious because Ameera is Iraqui. He meets Luke and is attracted to him but can't act on it because of his investigation.
Luke can still be with Noah, pretending to be with Casey, or single. Its your choice, but I want him to be attracted to Reid too.
I want Reid to be in character. So instead of being the world's best neurosurgeon, Reid is the world's best INS/Homeland Security agent. Basically, he's the same Reid we know and love.
I hope someone writes this fic. I'm dying to read it. Thanks.
