Well, it's not impossible, but to do it in such a short amount of time...the technology shouldn't exist. And the only way to control the weather is to have a climate control system set around the place you're trying to control. He has it set to vocal commands so he can occasionally show off.

[takes out his CAT, pulling up the Town Directory and showing her the image of his previous self] Him.
