I... don't really know. I mean, I know the Lucy Monostone songs were made just for the TV series, and I don't even know about the LoliC songs since I just found them after massive online digging, but if you mean if Lucy Monostone is real? I'm definite that he doesn't exist. There is a band named after him, though, but I haven't heard any of their songs, so I can't help on that.

I nearly believe he's real when I read the manga hahaha.. along with lucy 7 (when the manga said that lucy 7 was connected with John F. Kennedy and John Lennon's assasins) but when I search about them, I found nothing. Guess they are all fiction hahaha.. but it seems to me that the English pronotiation of 'lucy monostone' was pretty good, so I assume the singer is not Japanese ^^

btw, the link of Lucy's second song is wrong, it goes to 'strange new world' ^^
