I don't know how that GM would adjudicate, but I'd say double-entendres (or more) fall in a different class from profanity.  Not least because they require the hearer's collaboration.

("Why, I just meant matters pertaining to rural areas.  You're making much ado about nothing.")

That isn't so much a double entendre as it is profanity hidden in plain view.
