Tseng had received the reports from his team along with some information from sources in Edge, which is why he'd returned to the ruins of Midgar to find out if the sighting had indeed been who he thought it was. He didn't plan on challenging Weiss to a fight but at least sorting out his plans would be beneficial.
The information he'd challenged Sephiroth was definitely useful and that more than anything was what had drawn the leader of the Turks out to find the Tsviet.
His footsteps were quiet as he approached the place where Weiss had been, pausing about 20 yards back to watch for several moments.
"You know, you're the first person I've heard here." Weiss said casually, emerging from the hole he'd uncovered with an armful of small yellow cakes wrapped in cellophane.
He regarded Tseng calmly, before moving and sitting on a piece of rubble he hadn't tossed down the slope yet.
"Would you like one? They have not begun to rot yet."
"...Not at the moment, no." Tseng resisted the urge to arch an eyebrow at the whitehaired man before he sighed inwardly. "I came to find out what your plans are, actually."
"You see, that's the problem. We were all so hung up on gaining our freedom and planning on getting out of Deepground that we never thought of what we would do after we got there. I had an entire army to follow me out in to the sun but I had no plan on how to keep them alive or what to do with them after that, much less myself." Weiss mused, opening one of the little cakes and taking a bite. "That is what I am trying to answer here. What to do next.
"After all, what good is freedom to do as you please if you do not know what it is you please?"
