This is fucked up and horrid in so many of our minds including mine, however it is not a bad idea in the minds of some....it's hard to imagine a culture that's roots embraced such peaceful teachings for ages spawning minds such as these where as the best idea between them all, to save human lives from a preventable/curable decease, would be this act. I would guess that the commanding official or someone close to them had some traumatic experience with a canine in their lifetime to be able to so effortlessly order all canines to death for the acts of a few rabid roamers. One would logically think to just put into place a more strict policy on rounding up owner less dogs. I mean, it works here. It works everywhere else. No sane person would ever condone the mass murder of any animal let alone personal pets. I think I summed up this event with the phrase "This is fucked up". errrr eye for an eye anyone?
