Tutorial #1 - Vibrant Colors

I've gotten lovely feedback on the coloring in all my latest icon posts and haleynathan23 also asked me about this, so I thought to myself, why not do a tutorial!? This is my first one, so I hope you guys will be able to follow it. If not, let me know. I pretty much used the same technique for all my latest icons. I mainly use Paint Shop Pro 6, I have version 8
