As long as it keeps snowing, fire won't do much. Have to stop the snowing before you can get rid of the already-fallen snow.

Are you kidding me? Burning up the snow on the ground will be much faster and make the city warmer so there WON'T be more snow!

You obviously don't know how the weather works. Your way's not going to work because as long as you keep burning it up, snow will fall and fall... until you run out of power.
