I truly didn't think he had it in him. Sure, it probably is ultimately yet another political posture, but still, it's pretty momentous. Also, note the quotes from my distant cousin, Richard Wagenaar.

I guess I see it as at least somewhat meaningful because he seems almost psychologically unable to apologize or take blame for mistakes. Even if he was prodded into this, just the fact that he actually did it amazes me.

Can you imagine the pressure the party must have put on him for him to come out and say that. Call me a cynic but I don't think he sudden relized something he did wrong or could have done better, but rather Rove said 'WE'RE GOING DOWN! and here is what you need to do President Monkeybrain.' At least in my mind, Rove calls GW "Monkeybrain."

Yeah, I also agree that this sudden turnaround, especially with the events of last week, smells of political stewing. But as I said above, I just didn't think he had it in him, Rove advice or no.
