I've just finished a budget proposal for culture events in 2007. I've done some research into older budgets, and spent half a day writing a plan. It looks a good. Eloquent and professional. Build in a cushion and then find an ally, someone who will be voting on the proposal. Have a frank talk with the ally and tell them what you really, truly need and why. Indicate a willingness to work out a compromise from what you initially request IF that is necessary. Plan a strategy. Once done, start having individual discussions with the other voters if they will allow it. Build a personal rapport with them and make them feel comfortable with you and your project. Ask what you can do to help in the future.

Much of politics is about personal relationships and reading how support is going.
