I saw a Dateline or one of those shows about the scratch-off lotteries, and how people were gaming the system somehow - it was specifically with the scratch-off ones, and not the regular lottery. They said half of the battle was knowing if all of the good tickets had already been won or not for each type of ticket, and then I forget the rest...
What gets me are the odds they quote in the article. They have to be way WAY off considering her results. She would have kept monitoring the lottery site to see when each major prize was won, to know how many are left. She would have had to figure out the dispersion rate of the prize tickets and know the shipping dates and locations to factor out the specific convienience store to keep going to. They don't tell us how many tickets she buys and I bet it's a huge amount. That's what Math degree people do. All of the people I know with math degrees play poker (Richard Brodie, Andy Block, Chris Ferguson)
