I know, it's quite a remarkable 'score'!
Maybe the difference is down to religion being much more important than here?

So will do you have to get married all over again, or is it just a matter of re-registration or something?

According the proposals, one should be able to convert the civil partnership into a marriage with or without a ceremony, but the ceremony wouldn't be a wedding but something akin to a renewal of vows.

When it becomes law, the civil partnership can be converted into marriage, so no ceremony is required. Although a 'renewal of vows' is permitted.
We'd probably go for a very quiet celebration; we had quite a day when we got hitched the first time!
