Yes, he is. But Narcissa still has a very hard time accepting that Draco demi-married someone not of the blood and social class she was expecting. If it was a real marriage instead of a demi-marriage, she probably wouldn't have minded as much, but demi-marriages traditionally follow certain rules.
I hope they see eye to eye (or at least see the other's point of view better) in terms of Shepard, but I'm glad they ARE such a united front when it comes to being together and staying together, while still keeping their individual characters their own. Lovely chapter.
