What always bothered me about that line is that there *was* an ambassador on the ship; Princess Lea. She just wasn't there to greet the invaders. Which I suppose she should have been, but if the captain had been allowed to answer, he would have said something like, "She's in her quarters. Please don't kill me."
But that was their cover! He needed her to make the cover work.
Maybe you can make the the case that when the Empire's heavy shoots your ship to a standstill and forcibly boards, your cover is basically blown anyway, but then why even mention it?
