What do we do about the cats? This is killing me. Brian is going to see if he can park at the bottom of the hill and walk to them. The river is supposed to crest on Wednesday but it's unclear when we'll be able to move back in - maybe not for a week. It's also unclear if Brian will be able to get to the house today or if his access will be blocked

If the house itself isn't in danger of getting flooded, I would think that the cats would probably be better off on their own with a few days worth of food and water.
If it's possible that water might start getting into the house, OR if you won't be able to get back for a week, then it might be better for your peace of mind to get the cats out if possible and into the temporary shelter.
All of this might be moot, though. It depends on whether or not Brian can get to them.

Also, I know you don't want to hear this probably, but I think cats can go a really long time on very little, if any, food. If the situation gets really dire, keep in mind that cats are better off than, say, people or dogs when it comes to going on with little food.
