Maybe in season one, they didn't quite trumpet the fact, but since then, they've been very GTA (Greater Toronto Area) to those paying attention.
Street names like Adelaide, Wellington and John, etc., are all Torontonian. And while they didn't come right out and say 'Royal Ontario Museum', that was the location for 'Acceptable Risk'.
Of course, the CN Tower would be the biggest giveaway.
So I'd really have to disagree that Flashpoint is 'supposed to' take place in a 'generic' North American city. That's more Rookie Blue's thing.

That's great if you (cast, producers, writers) really feel that way, but from day 1 they've had Canadian flags on their uniforms, plus all the stuff you've mentioned, like the money and license plates. Even if you don't know the names of Toronto streets, those things should tip you off that it's not so 'generic North America'.
And since you mentioned Rookie Blue, they're the same way! They've used Canadian currency, I believe they've even used the street names I've heard on Flashpoint, and the opening shots often use the CN Tower, and Frank has even said "CN Tower" on the show.
It's something that's always made me a little crazy whenever I hear/read someone say "we can't say it's Canada/Toronto". But maybe they gave up on that completely around season 3.
