Rorschach's visit with Veidt left a bad taste in his mouth, to say the least; there doesn't seem to be much left of the man Rorschach worked with before the Keene Act.
Now he heads for a different kind of place: the Rockefeller Military Research Center. He slips around the guards outside easily enough, and a quick elbow check through a glass window gets him access to the building.
