Well, this isn't the Fallout 3 that was once under development at Black Isle. This is the Fallout 3 being developed by Bethesda (near D.C.), the creators of the Elder Scrolls series (Morrowind, Oblivion...)
A lot of "hardcore" Fallout fans are upset about this, thinking that only the original creators could handle their series. I'm willing to give Bethesda a shot. While I'll probably never play Elder Scrolls, I will definitely play Fallout 3 in whatever form it shows up in. And let's face it, the combat system was not Fallout's strong point, so I don't mind if it's totally redone. As long as the experience is more awesome than suck. (Meaning - the actual universe is consistent in feel and tone with that established in Fallout 1/2)
"Hardcore" Fallout fans are snobs. They hated Fallout Tactics, and stuck by Westwood when it was little more than a web server and a cardboard box. Yes, the leaked design docs for the Black Isle Fallout 3 were incredible, but everyone knows they didn't have the resources to pull it off.
And seeing Bethesda's sterling track record, I'm confident they will pull off something just as magnificent.
