No, I don't think there is any Vorkosigan stuff at that meme (though there is a dedicated Vorkosigan kinkmeme here). Possibly the Cordelia/Aral fic you're thinking of was this one: Parade Rest? And yeah, uniform kink is pretty much canon for Aral at least...
