New ScrapBook FAQ draft

I'm not particularly happy with this; it seems far too long. It's also coming out like a cross between a user manual and a FAQ, but there really isn't documentation for any of this stuff. As always, suggestions/comments/corrections welcome.

Maybe restrictions can go in the limitations of data FAQ.

Please no. ;) The restrictions FAQ is really designed for "hey, we need to put this *somewhere*, and there's nowhere else to put it" -- put the restrictions here, and then link to this FAQ from 148, sure. ;)

Otherwise, looks really good!

Instead of "individual accounts", you might want to call them "personal accounts" because that's what they're called elsewhere (unless you've changed this everywhere in the FAQ while I was inactive, in which case ignore this comment and I apologise).
