Russian LJ is different - many its users use LJ as a tribune rather than a "dear diary". Known and/or notorious media people are actively blogging in LJ, whereas their matches in english-speaking world run their own blogs, not bothering with LJ. That explains the difference of the intensity.
Speaking about Ukrainian post we decided to map Ukrainian language to Russian even if we can detect the difference as it is too rare to have its own considerable language groups and also there is good overlaping - Ukranian post may get Russian links etc.
Beware if a Ukrainian speaker sees this message, you may get so flamed you haven't got for a long while.
30000+ users are large enough language group; there is a kind of antagonism between russian and ukrainian sides, and the overlapping is often only for mutual flaming.
On the other hand, majority of Israeli users are indeed Russian speakers and participants in russian communities as well.
Well. Yes some of Ukrainians do, the ones who do not often write in Russian.
Then I'm saying group is too small I mean it does not provide interesting results by itself. Ie there are too few posts with decent amount of links etc. So we decided to include it in Russian version rather than not inluding at all.
