WP version 2.9.1 - Displaying All Tags

I just converted to WP 2.9.1 and noticed I lost the display of some of my tags. Further reading of the WP Codex indicates there is a default number of 45, supposedly of the most popular tags. My problem, my WP theme is showing less than 45

My tags are back. I was using "Simple Tags" plug-in and initially it didn't work with WP 2.9.1. A user on the WP forum found a fix. Updated ST plug-in file. Now my tags are back.
