I'll grant this is only hearsay from others who've contemplated post-grad studies in Japan, but the general consensus was if you haven't passed JLPT 1-kyuu (highest level), they won't even consider your application :(

The point is moot, though; I can't apply from China and going back to Australia for the full course of interview and testing barrage would be a possibly pointless waste of time and money.
I'll just have to 找办法. Find another way to do what I want to.
