Sure, you could get in with a lower GPA if you absolutely killed it on the ACT or SATs, and got a good score on the maths sections of those specifically. At a smaller institution, you could take some preliminary placement exams as well to see where your skills are regardless of your GPA.

It’s totally possible to get into university with a GPA of lower than 2.5 or even 2.2. I had a high school GPA of 2.0, mainly because I hated high school and didn’t apply myself, but I made a 24 on the ACT and had no problem getting into a university, where I ended up excelling with a 3.5 GPA and walked away with two bachelors degrees. So it can happen. I think there’s a lot more factors in the admissions process than just GPA, though I have no idea what all those might be.

I don’t think I can help with your second question, though. I have no idea about engineering requirements; my degrees were in English and History. I believe my school had a requirement where if you didn’t score high enough on certain sections of the ACT, such as math or science or whatever, you had to take some remedial classes-I ended up taking a remedial math class because my math section score on the ACT was only an 18. I wouldn’t be surprised if this is common.

Sure. A private school with a legacy system would suit your scenario. The low gpa students being the kid/grandkid/nephew/niece/whatever of the moneybags alumni that's keeping the school afloat.

I seem to recall that being the plot of more than one 1930s B movie. Usually said kid could at least play football or something.
