The newspaper. That is where classifieds came from. Also, bulletin boards and word of mouth.

As for the rest, criminal kingpins don't usually get where they are by advertising it. He would hire someone as any independent party would and if he expects his hire to see something unusual in his employ, then he'll have a subtle talk with his employee about everything in his business staying within the business, sign an NDA. If he really carries out his business overtly rather than maintaining a separate personal life/compartmentalizing, then I imagine he'd only hire within his circle/recommendations, people already familiar with his business.

As the other poster said: classifieds in the newspaper, bulletin boards, word of mouth. Depending on who he socializes with (other non-criminal wealthy people, other wealthy criminals, or other wealthy quasi-criminal people) it may primarily be based on word of mouth from his social circle. Ie, his friend has a great chef/tailor/etc and recommends her ( ... )

Two options: either your drug lord has a legitimate business through which he channels his drug profits, and hires staff through that, OR he has a remote estate Pablo Escobar style and pays people large sums of money to come and work for him for a certain period of time. Either way, a recruiting firm or a trusted business partner/lieutenant on the outside is likely to do the recruiting.

Do not forget employment agencies. Often they worked through the mail. An intermediary such as an attorney or accountant would handle the details.

Just so you know, in the 70's and maybe into the 80's, many Help Wanted ads were separated in to Help Wanted/Men and Help Wanted/Women.

There was also word-of-mouth. I would bet your kingpin would know other kingpins and they would share information. A lot of times the kid grows up to do what the parent did. Landscapers, barbers and such could be the kid of someone who works for a kingpin in another city.
