That's a lot of handle in comparison to blade so instinctively, I'd say cutting the user would be quite hard.
Dropping it butt first onto their own foot and breaking a couple of bones or gripping it way too near the back so it overbalances and in trying to keep hold of it potentially resulting in anything from broken wrist to dislocated shoulder seems more likely.
Dropping it on their friend could do anything from serious head injuries to broken and/or deeply sliced arm if they've done enough combat 'practice' to try and block.
I don't think Elladan and Elrohir would have been up to handling a war bow at 12-equivalent, although they would almost certainly have been capable of handling a hunting bow. Elves are not stronger than mortals; their primary physical advantages are superior sight, hearing, and balance, plus eventually more time to acquire experience, although Elladan and Elrohir have only seen 30 years of the Sun at this point.
Agreed that Aeglos would certainly have remained quite sharp.
