The TOZ-8 or TOZ-17 (http://en.wikipedia.org/wiki/TOZ-17) rifles are pretty much the first firearm soviet children get to know. Not just the super-operatives, shooting it was part of school program.
As for handguns, the aforementioned Makarov (aka PM) was widely available, since it was standard issue for law enforcement.

I'm aware of the comics but going with her being her apparent age since it is a MCU fic. I don't see any suggestion she's older in the movies -yet- and I kind of like the idea she's just that good/well trained. Thanks for the suggestion though - I'd definitely be gong that route under other circumstances.

One of my friends who grew up in Russia told me he learned how to use a Makarov as a kid.

Point of information: at age seven, she's going to be about four feet tall and weigh seventy to seventy-five pounds. In addition to recoil issues, is she going to be able to properly grip a full-sized pistol, especially one-handed?

If you're looking for something small, consider:

2.7mm Kolibri
.21 Lilliput
.25 Beretta M418
.25 FN "Baby Browning"
