Dialling home from Kurdistan

Location: An imaginary rogue state in Western Asia, roughly where Kurdistan is now, and similar in general ethnic & geographical character. Present day.

Presuming that cellphone networks aren't down due to the earthquake (which is probably pretty likely if it was a major quake), and she knows the country code for Italy, then yeah, she could just dial home without extraneous work.

Yes, she could call home if she knows the code, why not. The network doesn't really matter, but in Syria, there's one main service provider and the frequency bands are mostly the same as in Europe. Kurdistan is the rogue state? o.O

Cellphone networks often go down in quakes due to local structural damage plus everyone trying to use the network at once. She's more likely to be able to send a text message. That said, there's no reason why she couldn't just call Italy if she knows the country code, which she most likely does if she's much of a traveller.
