I found some interesting information about skull grafts, which may not directly answer your question, but gives you some things to think about.

I think that's the direction I'd research further; cranioplasty and skull reconstruction, because I imagine the surgeons don't really want to lacerate the brain with bolts or weaken the existing bone by boring holes into it.

But the idea that they'd take little bits of bone from elsewhere- the sinus cavity or something, to make a graft take is a feasible one, and while it may require a little handwaving, it's closer to what you're looking for, I think. :)
