Research: child adoption, custody process after death of a parent, adoption laws in Massachusetts, adoption laws in Washington, I've also gone through the custody & social services,

He'd be placed with a foster home. There aren't resources for social workers to stay temporarily with kids, nor are social workers typically pre-vetted as foster parents.

If the character is a UK citizen, the police will also contact the British Embassy or nearest British consulate. He will, however, most likely be placed in foster care and the carers remain in contact with the embassy or consulate until his aunt arrives and is vetted for suitability. (The vetting process for relatives is much less than that for non-relative adoptions, but they still need to check she is able to look after the child, doesn't have a record that would indicate she is a danger to the child, etc.)
