the answer can be found by googling for people held for "suspicion of terrorism". they would be nominally under the department of homeland security. they might not be detained in the usa, especially if non-citizens. and they have effectively no rights.

This. I would add that terrorism is a federal matter, meaning that while the initial arrest might be local police, the FBI or some goons from DHS would probably demand custody as soon as they were aware of the situation and could feasibly do so.

Would the authorities here ask the country of origin to detain him? Would that country indeed detain him?
If he arrived on US soil anyway, and the police detained him, they would still have to notify the consulate of his country of origin if he requested it, yes? And that consulate would be able to get him an attorney.

How long would they be able to detain/hold him without any evidence or proof? Would they just deport him or try to hold him here?

Wouldn't he be on the No Fly List and thus not allowed onto the plane to the US in the first place?
