I may've been the subject of this at one point. (Private school I'd been going to went out of business. Homeschooling, my sire's idea, was erratic and sketchy. Neighbors called the social worker, probably because I was wandering around outside during school hours or something, and we found another private school -- one which I quite liked, as it happened!)
So your protagonist may not even need to call anyone herself! (Further, if signs of abuse were visible on any of the children when the social worker showed up, that might result in some action shortly after?)

Unfortunately, her specifically wanting to contact the counselor (and not CPS) is the situation I've been given to work with. The character's hesitant to mention the abuse for fear that her parents will be sent to jail, and what would happen to her siblings in that case. Ideally, I'm looking for a situation that would lead to just her being taken away from the house without anything else happening, but from reading the comments, this seems very implausible?
