Only a tiny help perhaps, but this page on the same site you looked at mentions in section 1 that the agreement was signed in Vilnius. It would seem that "Įsigaliojo" means something along the lines of "Entered into force", but my Lithuanian is, er, somewhat lacking!

Anon just realized how stupid that comment sounded. By "that Vilnius" I mean the one in bold:

Vilnius, 1993.02.08
Įsigaliojo 1993.02.08

I do know what Vilnius in general is >.>
