It was certainly fashionable by then - Empress Eugénie had her winter residence at Claridge's in 1860, and Queen Victoria and Prince Albert also visited. (Source.) I'm not knowledgeable enough about the subject to give more details, though.

I'm leaning more towards Willis's now, though I'm not really sure that was an afternoon tea type place.

I also realized this post makes me look like I'm too lazy to research these things in books. The truth is that I was doing my research at work and couldn't get to the library. >_
