Check out the Smithsonian as they have a lot of exhibits on the presidents. I know his wife's inaugural dress is there.

I don't think there are any Truman memorials in DC. From what I've found, most of his historic sites are in Missouri.

Yeah, as said above, most of the Truman sites are outside of DC, like his library and museum. There's a Truman inscription on the National WWII Memorial in DC, but that's probably not what you're looking for.

A good bet would be to have them visit a traveling Truman exhibit at one of the museums in DC.

This is most plausible, and it could be fun dreaming up an exhibit; maybe have him go to Blair House, where they stayed during the White House renovations, too?

Ooh. A traveling exhibit is a great idea. I could put whatever I wanted in it! Thanks!

The National Museum of American History has an ongoing exhibit about the American Presidency, very aptly called, The American Presidency: A Glorious Burden. I don't remember much about Truman specifically, but I feel fairly sure that there must be at least some stuff about him. Not exactly what you're looking for, but kind of close?

ETA: per the online exhibit, they do indeed have some stuff about him.

The balcony in the front of the White House is the Truman Balcony and was designed and built with Truman's direct supervision. Depending on when and under what circumstances the character is in D.C., and what the character is doing there, it may be more or less realistic for him to be able to tour the White House.

Balcony on the South Facade is the Truman Balcony, per above. The 'front' of the White House is the Portico for vehicular access, the South Facade faces the South Lawn and Washington & Jefferson Monuments. The latter two monuments are very big reasons Truman wanted the balcony.
