There was no professional police force in London until 1820 or so, and I believe that was the first metropolitan police force.

Both seconded; your date is a year too early even for the Bow Street Runners, and the sewere system was even later than the police. And if he has an open wound in contact with raw sewage as would be found in the streets at the time, Weil's Disease would be the least of his problems.

To put that in perspective: at that date men simply used the nearest wall to relieve themselves and women took advantage of long skirts and no drawers to just crouch down.

I know; however, this is for a fanfic for the film "Plunkett and MacLeane" - and they had both the police force and the sewer system in the film, so that's what I have to work with.

What other problems is he going to get? Did you mean more (and worse) illness?

It is certainly survivable without treatment - and you've also got a 4-10 day incubation period between infection and onset of symptoms. Weil's disease is the name for the more serious version of leptospirosis with liver involvement, but he doesn't have to develop that, just have the high fever, pain, headache etc. and have his friends get him through that. Medical treatment would only be to try to reduce the fever anyway.
