I'm looking for a figure in Greek mythology that is associated with passiveness, inactive observing, neutrality or something similar. Preferably female and obscure is a plus

I can't think of any which are specifically associated with this, but Hestia was a pretty passive figure. She was worshipped, as the goddess of hearth and home and (IIRC) children, but there are pretty much no stories about her and she was kind of boring, frankly. Useful, but boring. She also tended to remain pretty neutral in all the big god-feuds, like the Trojan War. Not very obscure, though, nor specifically passive, so I'm not sure how helpful this'll be.
Of the non-Olympians, the Moirae might be good (though less with the passive). Nyx also didn't mess with humans and other gods much, apart from giving birth to a dozen or more children, but was powerful enough, according to the Iliad, that even Zeus wouldn't cross her. You might also look into her daughters in particular: this site gives a good overview.
This is the most comprehensive online list of Greek goddesses I know of. Astraea may be a possibility - she was the goddess who held the scales of justice. Dike also a goddess of justice, but more in the "vengeance" sense. Galene is the goddess of the calm sea, she might be a possibility. Others include the Horae (a tripartite justice goddess), Metis (the goddess of prudence), and Sophrosyne (moderation).

You could use "Ge" instead of Gaea, if you want to stick with that.
