Not an expert, but AFAIK contacting the FBI would make a lot of sense, and might well get results if the abduction was reported to the police 20 years ago.

The FBI collects criminal statistics (not just arrests, but also crimes / incidents themselves) from all law enforcement agencies nation-wide, and the disappearance of a child under suspicious corcumstances would definitely make the cut.

Thank you! I'd originally thought the FBI were the ones to contact (based on them being country-wide and on memories of films and TV shows) - then thought, "Wait! In those self-same films and series, do not the police run the investigations? Do they not resent the Feds getting called in?"

The main problem for the character is not knowing where to start looking for what is only a possible needle in a very, very large haystack!

Oh, definitely! They always seem to be heroic FBI agents pitted against lunk-headed local police or heoric local police pitted against lunk-headed FBI agents. It's a wonder any criminals are ever caught in TV-land.

You might have them contact the National Center for Missing and Exploited Children...http://www.missingkids.com/ they work with various agencies and keep databases of missing children.

If they are (as you seem to imply) in some other country, the first step might be to contact the nearest US embassy and ask *them* who to contact.

Ah, sorry - Character A is a Japanese national, but he's in America (as is Character B, who has no memory of his alleged kidnapping).

Kidnapping is an automatic federal matter. The FBI would be in charge of the case.

Thank you! (Character B assumes he was in fact kidnapped, though it may have been reported simply as a missing person at the time - but missing children would still get law enforcement attention, I'm asuming, between 1979-1981).
