Man, I was educated in Quebec and I have a certificate from the government of France saying I can ~talk French good and I'm still unhireable :( But Kelly's applying for a govt job?

Yeah it's a gov gig. I don't know the situation in Montreal at all but here in the Capital it's very hard to get hired by the government if you're not at least functionally bilingual. Positions have linguitic requirements and candidates get tested in their second language to get their SLE rating. A is barely bilingual, up to C, then E (for "exemption") for when you're fluent and won't ever need to get tested again, otherwise you get retested every 5 years. The position Kelly is going for requires BCB (B in reading, C in oral, B in writing) so she needs to score at least that. I have EEE so I'm set for life. You would probably be too.
