Different kind of intelligence; Cheery has, indeed, a fair proportion of the scientific capability of the Watch (probably only sharing the total with Igor) but Vimes and Angua are more oriented toward personal shrewdness - I don't know how to better phrase it.

True -- at least from the beginning. I would argue that Cheery develops some of that shrewdness along the way, though. And Carrot too, I suppose?

She still seems to have a kind of interpersonal awkwardness in Thud, although the initial naivite she and Carrot both began with has gone. But that never really emerges as a useful trait as far as her work at the Watch is concerned.
Carrot has more of an innate charisma which I didn't notice until The Last Hero has gradually blossomed over the series - the once terra incognita of irony now added to his arsenal but he doesn't have that same psychological policing skill as Vimes (possibly bar the time he detained a thief by sticking an arm out of a snickelway at exactly the right moment but that's more street-knowledge than anything else).
Please note, if I appear to be talking bollocks, I probably am: it's 12:50am here and I've poisoned my mind with my own writing with re-reading everything I've put on FF to try and start chapter 10. So far it's utter rubbish.
