Antique statues weren't particularly well-endowed because that was the aesthetic standard of the time. Large penises would have been seen as grotesque or comic, and the smaller "packages" of adolescents (and their lack of body hair) were considered the ideal.
Aristophanes mentioned the ideal of masculine beauty as being: "A gleaming chest, bright skin, broad shoulders, tiny tongue, strong buttocks, and a little prick."

Back in ye olde times, large cocks were a sign of comedic, or they had negative connotations. Fun fact: in an excavated Roman city (Pompeii? or Herculaneum?) they found door stops in the shape of giant penises. In some of the public baths, there were humorous mosaics featuring men with testicular elephantiasis, or ridiculously enlarged members. Though, there were protests from some patrons that they were too vulgar for decent places, and many were eventually painted over with more 'proper' motifs.
