Yep, you've got her down pat here, IMO! I like the way you use the sentence-long paragraphs at the end, too.

Poor Petunia, always doomed to be the overlooked one. And much as I like Lily, she just would look fabulous in a dress Petunia hated, and I'd resent it too, I suspect!

Also having a little sister who is much prettier than me, I can totally emphasize with Petunia's jealousy. Though I hope I don't fall prey to it the way she does. This is great, I love the look at Petunia's character.
