I think it's public and private sector, at least over here. Actually, here, it is hard to fire/demote someone in government, which is part of the reason that we have so many incompetent old kooks hanging around.
Hence the fact that I want to start my own business...where if someone spoils the ice cream, it's all my fault! ;)
