Please take this with an enormous grain of salt, as I'm just going based on what I've found on the internet. Someone with better knowledge may come in and give a more appropriate answer. Or, during my searches, I found various tutoring sites and a few lesson sites -- you might be able to get in touch with them and get a more detailed (and maybe more correct) answer.
The safe answer is that it depends on dialect and the person/people you're talking to. The short answer is that 'andar' seems to be used more often, especially when talking about countries, BUT that this is not an immutable rule. (See the response from Juan Jose quoted below.)

Thanks! I forgot abou "anda(r)", oops. I've been learning Vlax-Romani, and more specifically now the Lovari dialect, because that's mostly what I've been exposed to in song. It just makes the most sense to me now :)
I have a great deal of trouble understanding anything from the Balkans, and things from Russia are a bit difficult as well. Russian ones, however, being similar to Vlax I can figure out if I really take a long sit down with it.
But, with these examples, I guess after "katar/andar" the noun isn't inflected. Now I have to go back to my books and figure out when it is inflected in the ablative.
