Probably started on 4chan, as a lot of internet memes do... from what I can tell, it began with the phrase "longcat is long" which was attached to a photo of a cat which is, admittedly, quite long looking. This cat is known as Longcat.

Indeed. When answering the question "Where did (daft meme) originate?", 4chan is usually a fairly safe bet.

According to Know Your Meme, it originates from an episode of the Simpsons, which predates the 4chan board. See here.

I disagree as well. It's not unlikely that someone (such as a Simpsons writer) has made some construction "X Y is X" before 4chan, but I'm almost positive 4chan is what popularised the construction.

I recently had a chance to use this snowclone in a way that subverts the original intention, using the sentence "international calling codes are international" to explain that, yes, +44 will get you the UK no matter what country you are dialing from.
