Dreams, you say. Sounds like some other tales I've read.

They are rather common.

There is a tower out in the sea which moves, draws close to shore. It comes to us in line with the moon cycles, as far as I have noted so far. Upon the eve of its arrival, the people of world's end experience a night of shared dreaming.
