The linked video is the opening to an 80's anime about a teenager named Hibari who cross dresses and falls in love with another guy. The embedded video is a parody of the same opening based off the fact there's a character in Katekyo Hitman Reborn! also named Hibari, though the second Hibari is the polar opposite of the first.
