I need a pair of wellies. Does anyone know where I could get some on a grad student budget? Also a wind-proof umbrella. And my trench coat would be so much more helpful if it were waterproof and not just mostly-water-resistant (also, it lacks a walking vent in the back so it doesn't swirl dramatically in high wind or when I'm walking ( Read more... )

You could try spraying it with Scotchguard, which will enhance the water repellency. Note that Scotchguard is pretty noxious when you spray it on, so make sure you spray it outdoors and have somewhere you can let the coat hang for a few days while the vapors disperse.
Your other option is Gore-tex, which is waterproof and breathable but very very expensive. You can watch SteepandCheap.com which has great deals on outerwear, but the prices are still high for a grad student.
