Well, first of all, for me the first person narrator of the song is a girl who was enchanted by Hollywood and all its promises but then she discovers the other side to it. When she doesn't talk in first-person I think she quotes how people talk to her and about her. So, everything that is said relates to this one person. (Just my brain, feel free to interpret it anyway you like.)
I knew this song for a long time and I started thinking: Well, in a way, Sheppard is Cinderella who arrived in this big overwhelming city and it's not easy for a nice girl like him...
