There's precedent to mandating minimum supplies for those entering wilderness, even for people who aren't/will no longer be your citizens/subjects. During the Klondike gold rush, the RCMP patrolled the access routes and turned back anyone (mostly eager prospectors from California) lacking adequate winter clothing, food, and other equipment.
